Wispin Osrikkar was a male Exoi and one of the last nineteen Governing Judges of the Exoi Kritocracy. He represented Cheff and was a faithful adherent of Salbin.
When Rin Sakaros presented herself to the Governing Judges, inviting the Kritocracy to dissolve and join the Golden Empire, Osrikkar was one of the most vocally opposed to the plan. He felt the Judges did not have the authority to make the agreement, and that power rested only with the Exoi God-King. When the Empire's delegation announced its intention to personally visit the God-King and present its offer to him instead, Osrikkar was beside himself with fury at what he perceived as a sacrilegious plan.
Accompanying the other Governing Judges to the Temple of Incarnate Glory nonetheless, Osrikkar was horrified to discover the profoundly retarded Chohwelk VII, and shocked that the Acolytes of the God-King had been secretly ruling in Chohwelk's name. Devastated by the betrayal, he managed little upset when Rin killed the God-King and her Centurions exterminated the treacherous Acolytes.
Osrikkar abstained from the vote to dissolve the Kritocracy, but submitted to Rin when the other Judges voted that way, pledging Cheff to the Empire.
