The Sadow Empire was an empire formed in 60 ABY by Sith Lord Naga Sadow, who was freed from his tomb on Yavin IV by his relative and her friend, Ty Sadow and Mai Vestara. Naga Sadow was the Head of State, or the Emperor. Even though Ty got to control the government, but really Naga Sadow still got to make the big important decisions. The [Sith Council was created, made up of the most important members of the Empire, to advise Naga, but sensing the galactic populace's distrust of him, he then created the Sith Senate.
The Sadow Empire was formed from the Sith Empire Reborn, and also several New Galactic Empire fragments. After the creation of the Empire, the only rebellion that stood in Empire's way was the Imperials of the New Galactic Empire, who were greatly weakened by the loss of several of their best admirals and generals to the Empire. The Sadow Military consisted of the Sadow Army, Sadow Navy, Sadow Special Forces, and Sadow Dark Acolytes, which Ty, Mai, and their other friend Azula Rhea were part of.
