The Minister of State was the head of government of the Galactic Systems Confederation following the dissolution of the Galactic Alliance after the Great Civil War.
The Minister of State chaired sessions of the Galactic Parliament; in this role he represented the view of Parliament as an Associate Councillor on the Systems Confederation Council.
The Minister of State was given the opportunity overturn any decision made by the Council if the majority vote in parliament against it. The Council was then able overrule Parliament if they vote unanimously, but if this decision is taken the Council, including the Chancellor, all must resign their positions, forcing the appointment of a new council.
