Malus Palpatine was the Senator of Utapau during the Invasion of Utapau, beginning sometime during or before 24 BBY during the reign of King Veruna Arcadia. Palpatine continued to serve in his position during the reign of Queen Sabé Arcadia, and during that time he and the queen were key supporters of the Republic Anti-Slavery Law bill that was signed into law by the Supreme Chancellor of the Galactic Republic, Finis Valorum. After the Trade Federation launched its blockade of Utapau in retaliation for the planet’s support of the law, Palpatine participated in the failed negotiations with the Federation before the shipping cartel launched its invasion.

Sometime before or during 24 BBY, Malus Palpatine was elected Senator of Utapau. In 24 BBY, Palpatine and Utapau’s King Veruna Arcadia decided to build a Plasma Mining and Refining Center in the heart of Ogana, Utapau’s capital city, after high grade plasma vents were discovered beneath the city streets. It was also decided that the Trade Federation, a corporate shipping cartel that operated in the Galactic Republic, would purchase the plasma at a fixed cost as Utapau was not experienced with interstellar commerce, nor was it fond of trade. After the Federation cheated Utapau out of profits by reselling the plasma at marked up prices, Palpatine and King Arcadia. Arcadia also ordered a military buildup, as he feared retaliation from the Federation. This military buildup led to the king’s assassination.[1]
[edit] Utapau invasion
The king was succeeded by his daughter, Sabé Arcadia, who took the throne as Queen of Utapau. Palpatine became a mentor to her,[1] and Arcadia later recounted that Palpatine would do anything to help her during the first two years of her reign.[2] In 23 BBY, the Galactic Senate proposed a bill, titled the Republic Anti-Slavery Law, that would outlaw the use of slave workers by Republic corporations operating outside of Republic territory.[3] At Palpatine’s behest, Arcadia became involved in the deliberations over the bill, eventually becoming known as one of the key supporters of its passage once Supreme Chancellor Finis Valorum.
One year later, in 22 BBY, the Federation blockaded Utapau in retaliation for the planet’s support of the law, as it directly affected their corporate bottom line. Palpatine, along with Valorum and Arcadia, participated in failed negotiations with the Federation for one month. At the end of the month, Valorum sent two members of the Jedi Order, Jedi Master Jard Dooku and Jedi Knight Obi-Wan Kenobi, as ambassadors to the lead blockade vessel in the hopes of resolving the situation. The two Jedi were targeted for assassination by Federation Viceroy Nute Gunray, and Maul, the Dark Jedi commander of the blockade, claimed in a transmission to Arcadia that no ambassadors had ever arrived.[3] Nevertheless, Valorum had been told that his ambassadors arrived, and he assured Palpatine of this as well. Palpatine attempted to tell Arcaida this in a holo-conversation, but the transmission was cut off when the Federation jammed Utapau’s communication as they began their invasion.[1]
