The Imperial Remnant was a interim government that succeeded the First Galactic Empire in 11 ABY and was led by Imperial Prince Zachary Palpatine, formed after the destruction of Byss and upon the remaining fleet learning that Palpatine had two secret sons that had survived Byss' destruction by hiding aboard the Sovereign-class Star Dreadnought Despot, it would continue for many years after the Decennial War until Zachary Palpatine was crowned Emperor and reorganized the Remnant into the Second Galactic Empire.

Terminology

To the Imperial government and citizens of the Post-Palpatine era, the official name of the Imperial state remained the "Galactic Empire". In the aftermath of the death of Emperor Palpatine in 4 ABY, the Empire fell into a gradual process of decline until only a small portion of the galaxy remained under Imperial control. Hence, the shrunken state became informally known as the "Imperial Remnant", especially amongst outsiders such as New Republic citizens who saw the obvious distinction between Palpatine's Empire and "an Empire without an Emperor". But to Imperial citizens and government officials, the Remnant was still known as "Imperial Space" or simply the "Empire".
Government and PoliticsEdit
The organization of the Imperial Remnant was different from that of the Empire under Palpatine in several distinct ways. The government of the Imperial Remnant was headed by the Imperial Council of Moffs, an oligarchy which governed a confederation of the sectors still under Imperial control. Each Moff represented a component sector of the Empire and governed that sector with few apparent checks or balances to their authority from within or without their sector. Moffs also acted as the commanders-in-chief of their Sector Fleets. The Supreme Commander could, however, "federate" and command all Imperial military assets, including Sector Fleets, during times of emergency or at the Supreme Commander's discretion.
Incidentally the real power in the Empire once again fell to a Force sensitive Royal as Zachary Palpatine took on the position of Commander-in-Chief of the remaining Imperial Military elements and the aid of the Council of Moffs despite the cold shoulder they were giving him, after his successful campaign against the New Republic it was confirmed that the Moff Council had given Zachary control of the social aspect of the Empire's resources and had given him problems to keep him busy, by the Imperial Remnant's reformation the Dark Council had been constructed as the bridge and wall that both connected and separated the Emperor from the Moff Council as another layer of power.
Shortly before the creation of the Second Galactic Empire, the military and civilians were fully behind Zachary with the Moff Council having become just another piece of the Imperial Machine and were commanded by one of the twelve Dark Lords of the Sith Councilmen on the Dark Council, who in turn answered to their new soon-to-be Emperor.
EconomyEdit
The Economy in the Empire suffered greatly after Palpatine's final death with countless cut supply-lines and conflict from countless Imperial Warlords trying to seize power in the gap created by the destruction of countless powerful individuals on Byss, the Moff Council allowed a number of problems to gather up due to their early selfishness and these problems had to be tidied up by Palpatine's eldest son in spite, the Imperial economy jumped into a massive upturn during the introduction of the Second Galactic Empire with countless reforms being made by command of the new Emperor and the Dark Council.

In social terms, the Imperial Remnant and Second Empire was drastically different from the Palpatine-era Empire. Blatant anti-alien and anti-female bias was a thing of the past, with one Moff in the Second Empire during the Yuuzhan Vong invasion being a woman, in addition to a higher number of female navy captains. In terms of basic rights, life in the Remnant, though far ahead of Palpatine's Empire, still lagged slightly behind the New Republic.
Incidentally the Empire had a number of Social changes that paralleled the New Republic but were different, unlike the New Jedi Order which was mistrusted and didn't lead anything within the New Republic, those of the True Sith Order within the Hierarchy was equally respect as feared and they instantly took command and served on the front-line without being requested or accepting dismissal. The main power also belonged to the True Sith as the Sith's Leading Council of Twelve Dark Lords of the Sith, the Dark Council, practically led the Empire on the Emperor's behalf and were answerable by every piece of the Imperial Machine by the end of the Remnant's days, answering only to the Emperor and his inner circle.
Before the reformation into the Second Galactic Empire, the Remnant contained over fifteen indigenous sentient species. Among them were the Caridan, Yagai, Chiss, Muun, and Iotrans, and possibly the Ruurians, Kroctari, Huk, and Kaleesh. Presumably, species that did not originate from Imperial Space, such as Humans, were not among those fifteen.
MilitaryEdit
The Imperial Military was born from remnants of the Imperial Military of the First Galactic Empire under Galactic Emperor Palpatine, the remains of these Imperial Navies and Imperial Armies were put to good use by Zachary Palpatine to earn the respect of this powerful but divided Force during the conflict known as the Decennial War, the Imperial Military was later reconstituted and the respect of the upgraded military helped Zachary gain control of the Empire from the Moff Council and announce the formation of the Second Galactic Empire.

The Imperial Remnant faced major losses that forced them further from the core in a number of defeats, in wisdom the Empire managed to formulate their new center of Government near the Tingle Arm consisted of "a few thousand" worlds spread among eight "backwater" sectors in the Outer Rim Territories that bordered the Unknown Regions.
