The Hutt Cartel was a group of gangsters made up of the Hutt species. One such Hutt, Jabba, controlled virtually all of the desert planet Tatooine.^[1] Some people outside of the Hutt Cartel, such as Panaka of Utapau, felt a strong distrust for the Hutts and their cartel.^[2]
