Hess was a Twi'lek terrorist on the planet Wiwibringlo in 16 ABY. In 24 ABY Hess' terrorist organization, the Hessiean Alliance executed several well planed terrorist attacks in an attempt to prevent Wiwibringlo joining the New Republic. The Hessiean Alliance was subsequently dismantled by Jedi Master Suri-lux Theomoni Vi'squis and his apprentice Jasca Ducato, and Hess was arrested.
Hess was charged with treason and executed in 24 ABY as the last act of the Wiwibringlo judiciary before the planet's membership into the New Republic was ratified.
