Empress Shira was born Shira Elan Colla Brie on Coruscant in or around the year 22 BBY. She was trained by Darth Vader and Emperor Palpatine, and worked within the Rebel Alliance as a spy. Luke Skywalker accidentally shot her down in 3 ABY, and Shira suffered extensive injuries that she barely survived. She needed numerous prosthetic parts for the rest of her life.

Shira wanted to build a new Empire ruled by the Sith, and she considered herself the last true Dark Lady of the Sith. She did not entirely discount Darth Trefitz and Darth Inferna, though, and accepted them as long as they submitted to her orders. Shira mostly ignored the Shadow Academy, although she did decide to bring Lord Welk into her service as her apprentice, and she killed his Master, Lomi Plo, to acquire him.

She built her fleet in secret until she took over the planet Berival. This was believed to be the first event of the Stellar Imperial War. Because Luke Skywalker, now a Jedi Master, had expressed concern that there might be Sith within the Stellar Imperium, Shira allowed Trefitz to be killed and then publicly exposed him as a practitioner of the dark arts. This temporarily allayed concern about Shira's activities.

Shira punished Lord Keran for the accidental spread of the Dantooine Virus, and ordered Inferna and Welk to spread the Cyalax Virus to the Jedi. She also had deep concerns about the survival of Jedi Knights Jacen and Anakin Solo, and wanted proof of their deaths on the remote planet G0-CVII. In 28 ABY, Welk asserted that they were dead, and Shira believed him, although in fact the two Jedi were still alive and deep underground, beyond the range of Welk's orbital sensors.

Shira was attacked by Jaina Solo in the Cyalax base and was overwhelmed by the Jedi Knight. Inferna and Welk came to her aid and Jaina fled, but Shira had no choice but to move her headquarters lest she become a sitting duck for the New Republic. She also ordered them to find and kill Jaina, which they ultimately failed to do.

Shira moved her fleet to the Angwel system, where they were trapped by the combined fleets of the Hapes Consortium and New Republic. Shira was captured by Jaina and Jedi Knight Zekk, the most experienced Jedi who had not fallen to the Cyalax virus. She resisted arrest and dueled them, dying in the fight. The Stellar Imperium was disbanded a week later under the terms of the Berival-Bastion treaty.
