The Commission of the Human Mafia, often referred to as just the Commission, was the leading council of mobsters that acted as the "board of directors" over the entire Human Mafia. The Commission had the ability to remove a Don from power, remove entire crime families from the syndicate, and grant requests from individuals seeking to make new families. Without the Commission's approval, a crime family was not considered an official family. Pretenders and unofficial families were often eliminated by force.^[1][2]

At any given time, there were eleven members, each of them Dons of their own family, on the Commission. Of the eleven members, one was the Speaker of the Commission, who led discussions, and another was the Chairman of the Commission, who often gave the final say on matters.^[1][2]
